Minutes of the regular meeting of the West Liberty Business
Association Board held on
Present were Bob Rabenstein, Cindy Oelker, Mark Nelson, Steve Mast, Kathy Lowry & Julie McIntosh representing the Promotion Committee.
The minutes for the
Bob Rabenstein, Treasurer, reported a present balance of $8,449.04. However, not all bills have been paid for the Pork Dinner at the Lions Labor Day weekend festival. A copy of the Financial Report is attached to and made a part of these minutes.
There was some discussion held concerning the continued viability of the Pork Dinner. So far this year the net profit is about $1,600.00 with only Thomans & the Lions not yet paid.. The receipts have steadily declined over the past few years. Some reasons suggested were; more food concessions, the higher price due to increasing costs. Also, some concern that the work is being done by the same, but a smaller group each year. It was suggested that this concern be shared with the members at the annual meeting in the spring.
The list of non-paid members was reviewed. It was suggested to make sure that any non-paid members not be included in the up-dated brochure to be completed this fall.
Julie McIntosh gave a report from the Promotions Committee.

On behalf of the Promotions Committee Julie McIntosh recommended that the Board authorize an expenditure of $350.00 to buy signs for the promotion of the Autumn Fest.
After some discussion Kathy Lowry moved that $350.00 be approved for signs for Autumn Fest. Bob Rabenstein seconded the motion and all voted yes.
Some discussion was held concerning the Business Association
Banners that are periodically “flown” above North Detroit Street along with
other banners, some of which need to be “flown” at the same time as the
Business Association. It is the understanding of the Board that the
Kathy & Julie reported that 6 new benches and 3 new trash receptacles had been placed downtown, mainly around the Ice Cream Parlor where most of the trash downtown is accumulated and where the majority of bench sitting occurs. Kathy has been unable to locate the bench manufacturer and Lowe’s can’t guarantee that they will have them next year.
The board is very pleased with the appearance, quality and comfort of the new benches and would like to continue the replacement of the benches downtown with the same type, if we can find them.
A discussion was held concerning the written offer of Erwin Morrow, husband of Ann Morrow, Board Member, to manage the westliberty.com website. The letter outlining the proposal is attached to and made a part of these minutes. Kathy moved that the Association enter into the agreement with Erwin Morrow, with some help from his wife Ann, to manage the westliberty.com website at a cost of $40.00 per hour. Mark seconded the motion and all voted yes.
Some discussion was held concerning the fall semi-annual meeting of the West Liberty Business Association. The concern is that the semi-annual meetings have seen a lack of attendance and that perhaps one meeting per year is all that is necessary. Every member is encouraged to attend the Board meetings each month, but rarely does anyone attend other than the Board members. Cindy moved that meetings of the West Liberty Business Association Members be changed to annual meetings instead of semi-annual meetings starting with the cancellation of the fall meeting. Future meetings of the members will be held once a year in the spring. Bob seconded the motion and all voted yes.
Steve Mast told the Board that he will be retiring from Champaign Bank at the end of January 2008. He agreed to continue on as Secretary until the spring meeting at which his replacement will be made.
