Mr. Harrison reported the fire departments gas monitor has been repaired
in the amount of $150.00. Mr. Harrison would like to get a monitor of
our own, considering the safety policy.
Mader electric received the new impeller to complete the Flygt Pump
rebuild and should be ready to pick up.
The Flygt pump at Lift station #1 was pulled and partially disassembled
the pump and removed a small amount of oil from the motor. The oil was
causing the problem with the leak detector. They reinstalled the pump
after changing the oil and still could not get the proper amperage
"draw" from the pump. After pumping the station down to get the water
level close to the pump they found water leaking from the effluent
piping. The problem required someone entering the lift station to make
repairs Mr. Harrison called JR Mason's crew and they were here on the
28th. They plugged the sewer lines into the lift station and we pumped
the sewage to manhole #10 on S. Detroit and found several problems.
Between pump vibration and cement deterioration due to H2S the pump
receiver had dropped about 2.5" into the cement bottom of the lift
station. This action caused the coupling to the receiver to crack and
the effluent pipe to drop out of a coupling. Also this drop allowed the
pump to set on the bottom of the lift station instead of maintaining the
required 2" to 3" clearance. After removing about 50 - 60 gallons of
grease they were able to shim the pump receiver up with stainless steel
plates and washers and quick setting cement. Late Thursday morning they
decided to start the pump after the cement set. The pump amperage
readings are now within range. It was discussed sending a letter to
Liberty Gathering Place to require a grease trap be installed because it
is causing a problem with the floats in the lift station. Legal Advisor
will be sending a letter with the completion date to be 120 days. Mr.
Harrison showed pictures of the pump, grease, etc.
Mr. Harrison talked with Scott Coleman, Logan County Engineer and
indicated our Issue II funding request was ranked #1 by the District
Committee and has been forwarded to the State Issue II Committee for
consideration. Mr. Hodapp, Jones and Henry Engineering and is going to
modify the application by adding the engineering fees. He also asked if
the Board would be interested in a 0% loan from OEPA "DEFA" to cover the
engineering fees. Tabled for now.
Clerk Boyd, Mr. Harrison, and Mr. Hodapp met with two representatives
from the OEPA "DEFA" to discuss the options of financing for the painting
of the elevated tower. The current loan rate is 2.85% and we can submit
an application by mid-January to obtain a loan in July. Mr. Faulkner
still believes the hail storm is the cause of the paint coming off on the
one side of the tank. But it would be hard to prove because it happens
several months ago.
Mr. Harrison received a call from the "sensaphone" this past Sunday and
there was fault with data transmission between the booster station and
the WTP. He found the power out at the booster station and the bypass
valve open. Mr. Harrison closed the bypass valve then followed the power
lines North and discovered a dropped fuse link by Adriel's Detroit Street
Cottage. Mr. Harrison called DP & L about the outage then met their
service man about 5:30PM and replaced the two dropped fuse links. That
restored power at the booster station but the phase monitor showed a
problem and would not allow power through to the controls or the booster
pumps. Mr. Harrison called Rabenstein Electric and he checked and
bypassed the phase monitor. Rabenstein Electric has a new phase monitor
ordered and should be about to install it this week and the service calls
would about $600.00 - $700.00.
Bob Rabenstein and Mr. Harrison plan to look at the Logan County EMS
generator in the next week or so. Then they will be able to develop a
plan for installing plugs, disconnects, etc. at the WTP. Booster Station
and Lift Stations to enable use of the generator and what the cost will
be.
Mr. Harrison received an updated rate proposal from Roberta Acosta. The
income she projected was wrong. The increases in rates were discussed in
great length. Brad is concerned about what can be cut rather than
increasing rates.
Legal Advisor looked at the Bankruptcy paperwork for the Shell Station
and we can not shut the water off. But they have a buyer and hopefully
everything will be paid.
Legal Advisor has not received any other sewer backup Ordinance and
thinks Lodi would be the closest wording.
