Mr. Harrison talked with Mike Miller of OPWC last week about our Issue II application.
We will not be eligible for a grant due to the median
household income requirement. Our median
household income as of 2000 census was $38,819.00. The average water/sewer bill
would have to be $97.00 monthly. Mr.
Miller suggested the grant be sent in to the state then we will be allowed to
file an amended application requesting a loan. Scott Coleman,
Mr. Harrison will have quotes for the electrical changes to enable the use of the EMA generator at the next meeting.
ORWA’s leak detection equipment
was unable to pinpoint the location of the leak on West Baird. Mr. Harrison
will have Aqua Line come on Thursday to pinpoint this location and will look at
Mr. Harrison received a phone call from Nick Hostetler because the WTP had produced water for 23+ hrs. in the prior 24 hr. period. The first thought was a water main break, so Mr. Harrison started checking and found the standpipe overflowing. Sunday Morning the Magnetrol Sonic Level sensor was providing erratic readings from the standpipe due to “frost”. Mr. Nash had switched the control at the booster station from the Magnetrol Sonic level sensor to the old Foxboro Pressure level sensor. The pipeline to the pressure level sensor was partially plugged and the sensor was out of calibration. Mr. Harrison spent most of the day cleaning the pipeline and recalibrating the pressure level sensor. He also had to replace the % timer for the lime slurry pump. Still need to purchase a backup/replacement lime slurry pump.
Mr. Harrison has received a quote from Premier Safety Services for a confined space gas monitor in the amount of $2031.00. Other quotes he has received were in the amount of $3000.00. The representative will be here Thursday to show other safety items that are needed.
Roberta Acosta will be filling out the loan paper. It will need to be turned in soon.
Dan Halterman of EPA emailed Mr. Harrison needing to send a fact sheet to all the residents within the Village with a comment sheet to send back. The Fact Sheet should include reason for project, expected cost, schedule and what to expect during construction.
The Board is looking at a loan for the WTP in the amount of $100,000.00 and $200,000.00 for the WWTP. The WTP loan will be used for painting the water tower, rebuilding sandfilters, and maybe a truck to haul sludge. WWTP Loan would be used to purchase a barscreen and upgrade per EPA.
Clerk Boyd has made it clear we do not have enough money right now to pay for the expenses and how will be pay for loans too. She made it clear all other departments are cutting costs where can the water/sewer funds cut some costs? Mr. Harrison has cut the lime but this would save some not much. Mr. Harrison said the Steiner Mower needs to be fixed before we can start mowing ourselves.
Mr. King and Mr. Smith are looking into raising rates more than expected.
Legal Advisor said the Standstill Agreement has been signed and sent for Westfield Insurance.
Bob Surdyk and his associates have sent a Summary of Judgment to Mr. Stolly and Mr. LeVan in the LeVan litigation. Mr. Moell said it was very well written.
A MOTION was made by Mr. King seconded by Mr. Smith to
