Mr. Harrison called Aqua-Line Leak Detection last week and
found three leaks, one
at Pickerlltown & Liberty St., one at W. Baird & Reynolds, and one at
When the water fund is in
better shape we need to replace more hydrants and valves. We have several hydrants that leak and have
pumped them out about every two weeks this winter. This was to prevent
freeze-up to allow them to be used in case of fire and to prevent damage to the
hydrant barrel. Reason for valve replacement is leakage at the stems. Every time they operate the old valves they
leak profusely at the stems. Mr.
Harrison is sure they are the source for some of unaccounted water loss. Several meters including
the meter at Sidney St. Apts. and most of the meters in the Green Hills Apts. Need
to be replaced.

Mr. Harrison talked with Ken Hughes Construction and indicated roofing prices have gone up about 5% and are projected to increase an additional 20% after the first of March. He has put in an order for shingles to roof the water plant later this year and his estimate is $3500.00. A MOTION was made by Mr. Smith, seconded by Mr. Hudson to allow Mr. Hughes to order the shingles and he will replace the roof later in the fall.
Mr. Harrison reported they had a problem the Northwest walk door lockset at the WWTP and the lockset on the East door at the WTP. He called Tom’s Lock and Key and replaced both locksets and the amount of $265.00.
Mr. King was at the WTP trying some epoxy caulking repair on the aerator basin while Mr. Harrison was busy with the water main repair. Mr. King just finished the caulking and the water came back on. Mr. Harrison said it has reduced the water penetration.
Mr. Harrison talked with Linda Baliff, Administrator of the small government Program of OPWC. She indicated we should get any changes in our application for the WWTP headworks project completed and mailed to her by the end the next week. He also talked with Pete Hodapp and played phone tag with Roberta Acosta concerning changes I the application. These changes would improve our chances of funding. Mr. Harrison plans to meet with Pete and Roberta the first of next week to complete the application changes. One of the changes would be to ask for a loan instead of a grant, possibly 0% interest. A MOTION was made by Mr. Hudson, seconded by Mr. Smith to agree with the necessary changes. Motion Carried.
Mr. Harrison met with Mike Bow of M & K Engineering and will complete the NPDES Permit modification and also discussed the sewer improvement project for this year. Mr. Harrison suggested we start planning with the understanding the actual work would not started before the fall. With the snow fall melt from last week and the overnight rainfall our flow at the WWTP is going to be over 1,000,000 GPD by tomorrow.
Clerk Boyd mailed the OEPA loan application with a copy of the “soon to be passed” w/s ordinance for the DEFA loan.
