Present for this regular meeting of the Board of Pubic Affairs was: Mr.
King, Mr. Smith, Mr. Faulkner, Mr. Hostetler and Clerk Boyd.  Absent: Mr.
Harrison

A MOTION was made by Mr. Smith seconded by Mr. Faulkner to approved
minutes of October 2, 2007 as corrected.  Motion Carried.

A MOTION was made by Mr. Smith seconded by Mr. Faulkner to approve the
following bills in the amount of $17,748.03. Motion Carried.

Kenny Hughes was at the WTP on 10/8/07 and sealed around the settling
tank wall and brick work as well as cracks in mortar joints on the south
side of the building north of the accelator.

Jeremy Heater hauled sludge to the Cemetery Farm and within two days it
was all gone.  Mr. Hostetler said it looks really nice and he did a great
job.

Chris Jones, safety officer, met with Mr. Hostetler and Mr. Bell on
“confined space entry” training. They sampled and monitored the air
quality/atmosphere with the fire dept. detector and were taught how to
fill out a permit to enter into a confined space.
Mr. Hostetler would like the Board to consider purchasing a detector for
the water/sewer department.  Board members told Nick to get some quotes.

Holdren Brothers was at the WWTP on 10/9/07 to examine the bearing on the
east end of the #1 ditch rotors, which needed replaced and Mr. Harrison
and Mr. Nash tried unsuccessfully to replace on 10/5/07.  The quote to
replace these bearings would be $195.00 and completed this afternoon.

Mr. Buck had a sewer back up in his basement at his rental on 116 Runkle
St.  Mr. Nash looked at the manholes near the residence and found two
manholes were flooded.  They called City of Urbana and they came with
there truck and cleared the sewer line blockage.
The manholes flooded were on Sidney and Runkle St. Mr. Nash called Mr.
Buck and left message telling him what happened.

Mr. Hostetler indicated the invoice for lime sludge hauling was higher
this month because the timer malfunctioned and there was more to haul
than normal.  The timer is repaired.

Mrs. Waldron was in the Clerk’s office complaining about the yard work
Martin’s Landscaping did in her yard. I told her we would make it right
but Mr. Harrison did not get back until Monday.

Clerk needs to talk to Council about passing an Ordinance containing the
Village is not liable for basements flooding and cap basements.

Clerk gave a policy for removing late fees, the Auditors recommended.
This will be ready for signatures at the next meeting.

Legal Advisor Moell went to the map room several times looking at the
easement for the water line at the elevated tank. Adriel School wants to
build a “juvenile home” over the water line.  Mr. Moell did find out we
had an existing easement.

Mike Bow of M & K Engineering sent a letter revising schedule of
compliance. Board concern is #2 F to eliminate overflows and by passes no
later than 38 months from date of permit which is January 25, 2009.

A MOTION was made by Mr. Faulkner, seconded by Mr. Smith to deliver shut
off notices on October 17th, pay by 24th, shut off 25th to the following
customers #85 Stenger, #118 Miller if not paid by 18th, #203 Loudenback,
#233 Carte, #379 George, #504 Lucas, #562 Salyers, #609 Harbour, and #652
Peraza. Motion Carried.

A MOTION was made by Mr. Smith, seconded by Mr. Faulkner to start meeting
at 4:30 PM during the winter months starting in November 6, 2007. Motion
Carried.

A MOTION was made by Mr. King, seconded by Mr. Faulkner to adjourn at
8:38 PM Motion Carried.
