Present for this regular meeting of the Board of Pubic Affairs was: Mr.
King, Mr. Smith, Mr. Faulkner, Mr. Harrison, and Clerk Boyd.  Guests:
Mike Bow of M & K Engineering. Absent: None.

A MOTION was made by Mr. Smith seconded by Mr. Faulkner to approved
minutes of September18, 2007 as corrected.  Motion Carried. Spelling of
Hodapp and Mr. Harrison and Mr. Smith went to Almont, MI not Flint, MI.

A MOTION was made by Mr. Smith seconded by Mr. Faulkner to approve the

Mr. Faulkner inspected the elevated tank a few months ago and it did not
look bad. He went to inspect in again after Mr. Bowling was here and said
it needed painted.  Mr. Faulkner thinks it looks like hail damage and the
paint is off but it is not rusty.
The damage is only on the NW side of the tank and the east side is good.

Mr. Harrison will not be here next meeting on October 16, 2007.

Mr. Harrison reported Council authorized BPA to apply for OPWC grant.
Clerk delivered the application to Logan County Engineer on Monday and
sent a copy of the plans the Joe Reynolds.

Mr. Harrison faxed a copy of the invoice to the Westfield Insurance
Adjuster and we received a check from the insurance company in the amount
of $278.70 over the amount of the deductible. This claim was for the
lighting strike for the “Magnetrol” electronic board repair.

Carter excavating re-seeded the area around the fire hydrant and Clerk
mailed the check.

Mr. Harrison is still getting for quotes for the gusher pump.  Marion
electric quoted $3100.0 and Mader Electric quoted $3500.00.  Watson
Marlow makes a peristaltic pump that would do the job with less
maintenance & five year warranty; he is waiting on a price.

Roberta Acost will be working on the rate study this month and Mr.
Harrison plans to send information to her on a 5 year capital
improvements list by the end of the week.

Water Treatment Plant had a problem with the Aquatrol controls and one of
the high service pump controls boards burned out.  They were able to
operate the pumps but had to shut off the Sensaphone unit as the blown
resistor was causing a fault to exist. Mr. Harrison met Rawdon Meyers in
Springfield to get a board and came back installed it and it is up and
running.

The letter received from Joe Reynolds of the Ohio EPA and discussed at
the last meeting refers to the Village NPDES Permit compliance Schedule,
not to the list of items requiring a response which were attached to the
WWTP survey letter this Spring.  As the Village has not met the schedule
requirements the Village is in violation of the permit.  By modifying the
Permit schedule the Village can prevent further violations. Mr. Harrison
talked with Joe Reynolds and Mike Bow concerning possible schedule
changes.
Mr. Bow discussed changes and he will be sending a letter but we need
extra time to complete.  Mr. Bow will be asking for 48 months.
A MOTION was made by Mr. Faulkner seconded by Mr. Smith to authorize Mr.
Bow of M & K Engineering to draft/send a letter to OEPA, Joe Reynolds as
discussed above.  Motion Carried.

Robert Rabenstein SR talked with Mr. Harrison about Adriel School
building dorms over top a water main. Mr. Moell will be checking for
easement requirements.

The Board discussed suggesting to Council to pass on Ordinance to install
backflow preventor, if residents have drains in the basement. Mr. Moell
will be checking for wording with the Attorney Asso. and Mr. Harrison
will be talking with Pete Hodapp.

Mr. King has someone who will take as much sludge as we will give them.
Mr. Harrison will check on testing the location.

A MOTION was made by Mr. Smith, seconded by Mr. Faulkner to adjourn at
8:45 PM.
