Pete Hodapp of Jones and Henry Engineering and Ron Bowling from American
Suncraft Painting. Absent: None.
A MOTION was made by Mr. Smith seconded by Mr. Faulkner to approved
minutes of September 4, 2007 as written/read. Motion Carried.
A MOTION was made by Mr. Smith seconded by Mr. Faulkner to approve the

Ron Bowling of American Suncraft Painting looked at the elevated tank.
He has been in business for about 28 yrs. and has painted several water
tanks for Engineer Pete Hodapp.
He recommends if the Village just overcoats with powerwashing, the cost
would be $40,000.00 compared to totally blasting and painting, would be
$135,000.00. If blasting would be done the set up would be different
depending on the rules and regulations for the Village/County and
depending on the neighbors in the surrounding area and if the old paint
has lead.
The overcoat would last for about 5 – 8 years and the sandblasting would
last for 15 - 20 years and could last longer if an overcoat would be
applied on a regular basis without powerwashing in the amount of $16,000
- $17,000.
He feels the primer is turning to rust and an overcoat needs to be
applied ASAP, Spring would be the earliest.
Mr. Hodapp, Mr. Harrison and Mr. Smith went to Flint, Michigan to look at
a comminuter – the two problems they have is moisture in the building and
only wanting to handle the material one time.
Mr. Hodapp showed plans of solving these problems and reducing to size of
the building and cost by about $60,000.00.
Resolution 2007-R8 to authorize the Board Chairman to apply for a OPWC
grant was passed on the first reading. If this is denied, the engineers
may come back with an interest free loan. The Board is asking for
$123,000.00 for improvements to WWTP and sanitary sewer overflow, the
Board of Public Affairs would need to pay about $27,000.00. Clerk asked
if they come back with an interest free loan - do we still pay the
$27,000.00 – Mr. Hodapp would find out. He would also try to find
somewhere else to get the money if the grant was not approved.
The EPA is telling the Village we have to do something, Mr. King asked
for a motion to authorize Council to pass Resolution 2007-R8 on third
final reading.
A MOTION was made by Mr. Smith seconded by Mr. Faulkner to authorize
Council to pass Resolution 2007-R8. Motion Carried.
The project manager will be Bob Harrison.
Mr. Harrison reported he talked with Rawdon Meyer about the electronic
board installed in the aquatrol unit and Mr. Harrison can not tie this
failure to the lighting damage problem with the Magnetrol unit. Rawdon
Meyers is to call back.
Carter Excavating plans to re-seed the area around the fire hydrant at
the corner of Baird and Washington and will receive payment when the job
is complete.
The cement from Dan Williams property was used to stabilize the bank
along Mud Run.
The gusher pump was changed and installed a spare. Mr. Nash took the pump
to Mader Electric and they said it is not worth rebuilding. A new pump
would be about $3500.00 and delivery time would be 5 – 6 weeks. Mr.
Harrison is checking with another supplier to check cost and other pump
types.
Robert Acosta will be contacting the Clerk for information on the rate
study.
A MOTION was made by Mr. Faulkner seconded by Mr. Smith to deliver
shut-off notices on September 19, pay by 24th and shut off 25th to the
following customers:
#54 Legge, #99 Harmon, #118 Miller, #205 Carter, #233 Carte, #293
Whitsett, #393 O’Brien and #592 Royce. Motion Carried.
