Present for this regular meeting of the Village of West Liberty Council
was: Mayor Hostetler, Mr. Lance, Mr. Hostetler, Mrs. Coy, Mr. Hyland,
Mrs. Hamilton, Ms. Schwaderer, Solicitor Moell, Mr. Legge, Police Chief
Murray, EMS Chief Jerry Jones, David Legge Street Superintendent, and
Clerk Boyd. Absent: None.
Guests: Bob Meeker of Central Collection Agency, Mr. and Mrs. Salley,
Stan Thoman, Phil Black, and Greg Lonsway all residents of the Village.
Susan Edwards of Bellefontaine Examiner was also here.
Meeting was opened with the Pledge of Allegiance and Lord’s Prayer.
A MOTION was made by Mr. Lance, seconded by Mrs. Hamilton to approve
minutes of November 26, 2007 as read/written. Motion Carried.
A MOTION was made by Mr. Hyland seconded by Mrs. Coy to approve the
following bills in the amount of $51,469.81. Motion Carried.

Bob Meeker from Central Collection Agency was here explaining their
company. They have been in business since 1966 and they have 50
communities’ they service now. CCA processes all payments, mailings to
all residents, billing taxes, assessing penalties and interest, issue
refunds, delinquency notices, and distributing taxes collected to
members.
The Village is thinking of a 1% income tax with no credit. All retired
persons would be required to file one time but not taxed, all businesses,
rental property, and earned income would be taxed. Mayor asked how long
it would be before the Village would see money coming in, Mr. Meeker said
usually within a month after passing an Ordinance and contract. Phil
Black asked about rental income, Stan Thoman asked about businesses and
they said there are more homes for rent/sale than there has ever been in
West Liberty. Mayor said it is everywhere homes are for sale and times
are getting tough for everyone including the Village. Phil would like see
the Village cutting expenses instead of trying to increase revenue. Mr.
Hyland asked Mr. Black what cuts can be made “Police, EMS, or Fire
Department” because these are the departments it hurts. Clerk Boyd
explained cuts have been made with mowing, not hiring a fourth street
employee, and not purchasing anything BIG this year. No one has called
to express their opinion to the Clerk, Mayor, and very little to the
Council Members. Greg Lonsway read a memo from Green Hills that they are
completely opposed of a tax, being the largest employer in the Village.
Mayor said tax is not a nice way but we are one of the last Villages to
implement a tax. The Village has talked about it for several years and
never has been a good time but it never is a “good time.”
EMS Chief Jones had an officers meeting last week and discussed
increasing the cost of runs. They will recommend increasing fees $50.00,
Helicopter prep by $100.00a nd No transport will stay the same. They
would like to see this in effect January 1, 2008. Clerk Boyd will get an
Ordinance ready and retro-active back to January 1, 2008.
EMS Chief will also be talking to the townships about an increase.
Hi-Point JVS offers EMT classes and no one takes them. He said
volunteers are hard to find.
Officers of EMS discussed increasing pay back to $2.50 hr. instead of
$1.25. The squad decreased pay because they wanted a new squad and they
got a new squad so now its time to increase their pay. EMS Chief is
concerned with getting more “volunteers” or getting the employees to sign
up for more hours. Mr. Hyland said what happened to the good ole’ days
when people would “VOLUNTEER”?? Clerk and finance committee will look at
this increase.
EMS Chief Jones informed Council the 12 Pak Leads will be $18,003.00 with
a battery charger.
Mr. David Legge brought two bids to Council for a new truck; Trenors gave
a quote of $16859.00 for a plain pick up truck and Whites in Urbana was
$15979.25 and a trade in of $800.00. Mayor thinks we can get more for
the truck than $800.00. Clerk and finance committee will be looking at
this purchase also.
Mr. Wallace has been called to active duty and will be gone for 18
months. Mr. Wallace said he will be retiring when he returns. Mr. Legge
has 2 applications Aaron Wilcoxon and Phil Holycross. Aaron Wilcoxon has
filled in for the Village the last few months but does not have a CDL.
Phil Holycross has a CDL, knows how to plow snow, knows how to dig
graves, etc. Mayor Hostetler said Phil would be able to start Wednesday.
A MOTION was made by Mr. Hyland seconded by Ms. Schwaderer to hire Phil
Holycross. Motion Carried.
Mr. Legge talked with Scott Coleman on the Columbus Street Project and we
are #9 on the list and he turned it over to small government. There is a
good chance we will get something.
ODOT will put up “No Jake Brake” signs if the Village will purchase them.
Mr. Legge will purchase signs beginning of next year.
Temporary Appropriations were discussed again. A MOTION was made by Mr.
Lance seconded by Ms. Schwaderer to suspend the rule requiring three
separate readings. Motion Carried.
A MOTION was made by Ms. Schwaderer seconded by Mr. Lance to adopt
Temporary Appropriation. Motion Carried.
Safety Manual is tabled until Cemetery meeting and Board of Public
Affairs meeting. They may have changes or questions.
Letters have been delivered to residents on Bradley St. to get opinions
on the one-way traffic.
Nancy from the Library asked if handicap parking can be put in front of
the library. Police Chief Murray asked ODOT – they said if we buy the
signs they will put them up.
A MOTION was made by Mr. Hyland seconded by Ms. Schwaderer to authorize
Clerk to pay the necessary bills thru the end of the year. Motion
Carried.
Mayor Hostetler said “it has been a pleasure working with all of you and
we have fixed a lot of old problems.” Council told him he will be missed.
First order of business January 14, 2008 will be to elect a President
which will then be Mayor.
A MOTION was made by Mr. Hyland seconded by Mrs. Coy to adjourn at 9:55
PM.Motion Carried.
