Mr. Dean King was here to present a water and sewer rate increase to Council. Board of Public Affairs are considering a $3.00 increase for water base, excess amount after 4,000 gallons for water will be $3.60 per 1,000 and after 8,000 gallons of water will be $3.90 per 1,000. The sewer increase would be $3.00 base rate and excess amount will be $3.00 per 1,000 after 4,000 gallons and $3.30 per 1,000 after 8,000 gallons used.
The Board is considering using comp time instead of OT. Mr. King explained in 2008 there will be very minimal overtime unless its an emergency, they are hoping to start hauling their own sludge which would save about $20,000.00, other things to try to save money would be to get bids for digging unless its an emergency, and Mr. Harrison is trying to cut down on chemicals used on water treatment and still produce a good product. Mr. Hyland said we have the best water in the area. Mr. King also explained there are leaks around town and we have hired to find these leaks because we are treating this water and it is going into the ground.
The Village is not eligible
for any grants unless we want to raise our rates $97.00 per month. The BD of PA
would like to borrow $200,000 for the sewer dept. and $100,000 for water dept.
and this increase in rates and savings would pay for these loans. The loans are for EPA requirements on the
sewer plant, upgrades to the water/sewer plants for 5 years ($25,000.00 per
year) and painting the water elevated tank.
$1.75 of the increase for
water would go towards the loan payment and $.75 of the increase for the sewer
loan.
Council member will be at the
Board of Public Affairs meeting Tuesday, February 19th and this
meeting will be changed to
Ordinance 2008-03 entitled “AN ORDINANCE TO REGULATE THE RATES
FOR WATER AND SEWER SERVICES WITHIN THE VILLAGE OF WEST LIBERTY,

Discussion took place at the Special meeting on
Ordinance 2008-04 entitled “AN ORDINANCE ESTABLISHING THE WAGES FOR THE EMPLOYEES FOR THE EMERGENCY MEDCAL PERSONNEL IN THE VILLAGE OF WEST LIBERTY, OHIO AND PROVIDING PAYMENT THEREOF” was read.
A MOTION was made by Mr. Hyland seconded by Mrs. Hamilton to suspend the rule require three separate readings. Motion Carried.
A MOTION was made by Mr. Hyland seconded by Mrs. Hamilton to adopt Ordinance 2008-04 entitled “AN ORDINANCE ESTABLISHING THE WAGES FOR THE EMPLOYEES FOR THE EMERGENCY MEDCAL PERSONNEL IN THE VILLAGE OF WEST LIBERTY, OHIO AND PROVIDING PAYMENT THEREOF” retro-active back to February 1, 2008. Motion Carried. Yeas: 5 Nays: 0.
Street Committee reported:
Mrs. Coy talked with Mr. Legge about his truck last week and
they fixed the windshield wipers, brakes are being fixed the next free day, and
hopefully it will be Ok for the rest of the year. Mr. Legge also mentioned he will be retiring
Safety Committee reported:
Tracy Oelker slipped on the wood ramp going into the shed with the generator and hurt his knee. He has had an MRI and will be meeting with a surgeon Wednesday. This is a BWC claim. We will know more this week.
Finance Committee reported:
General Fund and other funds except Water/Sewer Funds are balanced and appropriated.
Clerk Boyd received a copy of the holiday recycling schedule. The following holidays will delay the recycling pick-up by one day. New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas. They also run late if it is icy. We would also like to remind residents to recycle correctly and no Plastic
(Wal-Mart) bags are not recyclable.
Clerk Boyd is working on quotes for the bird problem in the Spring.
It was discussed to purchase a computer for the cruiser. There were still a lot of questions and Chief Murray will be getting some answers. Mr. Shane Oelker was here and said this would be the best investment the department has made. The question was brought up if the computer is “Mandatory.” Chief Murray was told it was and council member were told it was not “Mandatory.” The cost of the computer is approximately $3300.00 which is appropriated. Concerns with Council are the security and if officers will be using it unnecessary and get the licenses taken away. Mr. S. Oelker said this computer is no different than the computers in the officer except this is internet based. Chief Murray will be checking with Mr. Furlong and get back with us at the next meeting.
Mayor G. Hostetler, Mr. Lance, Mrs. Hamilton and Clerk Boyd attended the Public records meeting last Thursday.
Mayor G. Hostetler has decided to relinquish his Council seat. Any Council member having someone interested will be brought to the next meeting. This appointment has to be within 30 days.
Solicitor Moell received a phone call from the Planning
Commissioner, David Fridenmaker -- about vacating an
alley on

Chris Jones came to Council meeting. He has some serious issues with the
Questions were asked where Darin Robinaugh’s priorities were because he owns the business that covers missed runs. This may be a conflict of interest – he also does our billing.
Chris Jones is the only person that uses the computer system for runs sheets and he can not give run sheets to Clerk for her records because no one else does them. This is a big concern of Mr. Jones.
The Twelve Lead monitor brought/approved in January might be a waste of money because Mary Rutan may not have the connections to make it work. Mr. Jones said he talked with several companies about this monitor and prices. He could have gotten it $5,000.00-$6,000.00 cheaper for refurbished but EMS Chief Jones did not want this. The warranty is 12 months for both (new or refurbished).
Mr. Jones can count on 4-5 people on list of 14. Some of the people on the squad - have only went on a few runs and have $400.00 radios and never used. He would like to see members coming on the squad get those radios instead of purchasing new.
It is harder to get people to become an EMT because of the new training.
Council will be talking the EMS Chief Jones and inviting him to the next meeting.
Chris Jones said the Safety Officer Position is harder than expected because of the inspections and dealing with OSHA. We need to re-think about hiring part time employees.
Chief Murray will be having his sister work part-time for Job and Family Services as community service time for exchange for government cash assistance. She will not be paid by the Village and the Village will not have any liability for her. She will be working 3-5 hrs. 5 days week – answering phones, cleaning, etc.
