Present for this regular meeting of the Village of West Liberty Council was: Mayor G. Hostetler, Mr. Lance, Mrs. Hamilton, Mrs. Coy, Ms. Schwaderer, Solicitor Moell, Street Superintendent Mr. Legge, Chief Murray, Patrolman Oelker, and Patrolman Salyers. Guest: Gretchen Christopher resident of the Village and Steven Fansler.  Absent: Mr. Hyland.

 

Meeting was opened with Pledge of Allegiance and Lord’s Prayer.

 

A MOTION was made by Ms. Schwaderer, seconded by Mrs. Coy to approve minutes of February 11, 2007 as written/read. Motion Carried.

Mr. Legge was here stating the No Engine Brake signs are mounted. 

 

Mr. Legge updated Council on Thomas Cooksey.  He was hunting and fell and hut his knee.  The doctor thinks he tore his ACL.  He will have an MRI on Wednesday.  Tom is willing and able to drive the garbage truck.  Mr. Lance asked to have the doctor write a note he is able to drive. Mr. Legge thinks he has a note.                    

 

Logan County is out of grit.  Mr. Legge hopes we don’t get the ice/snow predicted.

 

Ordinance 2008-03 entitled “AN ORDINANCE TO REGULATE THE RATES FOR WATER AND SEWER SERVICES WITHIN THE VILLAGE OF WEST LIBERTY, LOGAN COUNTY, OHIO, AND PROVIDE FOR THE COLLECTION THEREOF, BILLING MONTHLY” was read.

A MOTION was made by Mr. Lance seconded by Mrs. Hamilton to pass Ordinance 2008-03 on second reading only.  Motion Carried. Yeas: 4  Nays: 0

Clerk’s office will be sending letters with this month utility bills explaining the increase.

 

Ordinance 2008-05 entitled “AN ORDINANCE ESTABLISHING THE SALARIES AND WAGES FOR THE EMPLOYEES IN THE VILLAGE OF WEST LIBERTY, OHIO AND PROVIDING FOR THE PAYMENT THEREOF” was read. 

A MOTION was made by Mrs. Hamilton, seconded by Mrs. Coy to pass Ordinance 2008-05 on first reading only.  Motion Carried.

 

Safety Committee reported Tracy Oelker will be having surgery next week.  He tore 4 ligaments/ACL, MCL, etc. in his knee when he fell off the ramp to the storage shed in back of the fire house. Mr. Oelker will be using his sick leave from his full time job at the Sheriff’s department.

 

Ms. Schwaderer, Mr. Lance, and Mayor G. Hostetler attended the Board of Public Affairs meeting last Tuesday and thought is was very informative.  Mr. Harrison explained everything in detail.  He did have timelines from the EPA to have these projects finished/started.

 

Clerk Boyd got some quotes on the birds.  The cost of USDA Wildlife would be $7500.00 this would include salaries for 2 employees, use of 2 vehicles, pyrotechnic devise, and miscellaneous costs for 10 days.  Clerk Boyd contacted Birdbusters and he recommended a Helikite Bird Deterrent Kite in the amount of $259.00 no including helium. Clerk looked at BirdXPeller PRO Bird Repeller which is bird distress call device in the amount of $225.00 for 6 or more. The Pyrotechnics launchers and ammo would be about $3000.00 for what we would need for 10 days plus volunteers to launch them every night for 10 days. The Village can not afford to purchase/hire someone to get rid of the birds. Clerk will have this information for anyone interested in these products.

 

Mayor G. Hostetler appointed Brent Kauffman with Councils approval to fill his seat on Council for the next four years.  He will be sworn in next meeting. Brent Kauffman has been in business for over 25 years and would be a great asset to Council.

 

Mayor G. Hostetler will be stopping at LUC Planning Commission to get ideas to get businesses into the vacant buildings in West Liberty. He also contacted Ohio Department of Commerce but they have not returned his message.

 

Mr. Steven Fansler was here to campaign for Logan County Family Court Judge.  He feels change is good; fresh eyes to look at all programs and has 27 years experience. Ms. Schwaderer asked about getting rid of some programs within the court system.  Mr. Fansler said he would look at three qualities to keep programs; make sure it is affordable, if it gets results, and make sure it can be supervised correctly.

A MOTION was made by Mr. Lance seconded by Mrs. Coy to go into executive session to discuss personnel at 8:22PM.  Motion Carried.

 

Out of executive session at 9:38 PM. 

 

Council Members asked EMS Chief Jones to mandate EMS officers attend the next Council meeting on March 10th.Some Council members will be attending the next EMS meeting on March 6th @ 7:30 PM to talk with volunteers.

 

Jacob Vitt did not pass his test but he still wants to be a driver for the squad.

 

Chief Murray is getting the cruiser repaired after someone backed into it at Adriel School.  He is having them strip the decals and will be putting new on.

 

A MOTION was made by Ms. Schwaderer, seconded by Mr. Lance to approve the purchase of the “Strongly Recommended” computer system in the amount of $2750.39. Motion Carried.

 

A MOTION to adjourn at 10:05 PM was made by Mrs. Coy seconded by Mrs. Hamilton.  Motion Carried.
