Present for this regular meeting of the Village of West Liberty Council
was: Mayor Hostetler, Mr. Lance, Mr. Hostetler, Mrs. Coy, Ms. Schwaderer,
Mr. Hyland, Mrs. Hamilton, Solicitor Moell, Mr. Legge, and Clerk Boyd.
Absent: None. Also present was Chris Jones and Jerry Jones (9:00 PM)
Meeting was opened with the Pledge of Allegiance and Lord’s Prayer.
A MOTION was made by Mr. Hostetler, seconded by Mrs. Hamilton to approve
minutes of September 24, 2007 as read/written. Motion Carried.
A MOTION was made by Mr. Lance seconded by Mrs. Coy to approve the
following bills in the amount of $57,562.84. Motion Carried.

Chris Jones was here to present two new members for the Emergency Squad.
Jennifer Ganson lives in Degraff and already is a medic and she would be
no cost to the squad.
Teresa Yoder lives outside of town is in school now and the instructor
said she is doing good. Her kids are older and they think she would be
an asset to the squad. A MOTION was made by Mr. Hyland seconded by Mr.
Hostetler to approve these tow new members.
Chris is concerned with not having enough people to cover runs. They
have missed 45 calls this year and they do not cover Green Hills during
the week. They have tried advertising for EMT, pamphlets all over town
“becoming and EMT”, etc. Chris handed out 24 applications and received 4
back. Two of those were not qualified and two we have hired. They have
reduced the 24 hr. shifts to 12 hr. shifts on weekends.
EMS Chief Jones said he thinks everyone is burned out and people have too
many other things to do. He thinks the solution would be to put on a
full time person at night working from 11:00 P to 7:00 A, but money would
be a problem.
His suggestion would be to put an income tax on the ballot for public
service which includes EMS, Fire and Police.
Council member suggestion would be to have township pay more if they want
the service.
The squad needs a “Life Pak 12” in the amount of $16,000.00 and they will
be looking at the finances and will be having a board meeting next week.
Resolution 2007-R10 entitled “A RESOLUTION ADOPTING A POLICY FOR PUBLIC
RECORDS FOR THE VILLAGE OF WEST LIBERTY, LOGAN COUNTY, OHIO” was read. A
MOTION was made by Mr. Hyland seconded Mrs. Hamilton to adopt Resolution
2007-R10 on 3rd final reading. Motion Carried.
Clerk will be attending a seminar soon for the requirements for this new
policy.
Resolution 2007-R12 entitled “A RESOLUTION SUPPORTING SIMON KENTON
PATHFINDERS EFFORT TO EXTEND THE SHARED-USE PATH FROM URBANA DEPOT TO
WEST LIBERTY AND BELLEFONTAINE” was read.
A MOTION was made by Mr. Hyland seconded by Mr. Hostetler to suspend the
rule requiring three separate readings. Motion Carried.
A MOTION was made by Mr. Lance seconded by Mrs. Coy to adopt Resolution
2007-R-12 supporting Simon Kenton Pathfinders. Motion Carried.
The Employee Safety Handbook was looked over by all Council members and
no discussion took place.
A MOTION was made by Ms. Schwaderer, seconded by Mrs. Hamilton to pass
Employee Safety Handbook on first reading. Motion Carried.
Clerk Boyd will give copies to all departments and board members.
Clerk Boyd to look at how much the street department saved by mowing
themselves, instead of hiring someone.
Mrs. Coy is asking about the alley behind Liberty Oil and Gas still
freezes and water runs in the garage. The lot is lower than the alley and
the surface water stands in the alley/garage. Mr. Hyland and Mayor
Hostetler will look at this on Saturday morning.
Clerk Boyd will be contacting Mr. Harrison, Water Superintendent about
this situation.
A MOTION was made by Mrs. Hamilton seconded by Ms. Schwaderer to go into
executive session to discuss finances at 8:25 PM. Motion Carried.
Out of executive session at 8:52PM.
A MOTION was made by Mr. Hostetler seconded by Ms. Schwaderer to allow
Chief Murray to increase auxiliary hours to 48 hrs. until January 31,
2007. Motion Carried.
A MOITON was made by Ms. Schwaderer, seconded by Mr. Hyland to adjourn at
9:16 PM. Motion Carried.
