Present for this regular meeting of the Village of West Liberty Council
was: Mayor Hostetler, Mr. Lance, Mr. Hostetler, Mrs. Coy, Mr. Hyland,
Mrs. Hamilton, Solicitor Moell, Mr. Legge, Police Chief Murray and Clerk
Boyd.  Absent: Ms. Schwaderer. Also present was EMS Chief Jerry Jones,
Fire Chief John Esch, and Shawn Smith of WPKO radio.

Meeting was opened with the Pledge of Allegiance and Lord’s Prayer.

A MOTION was made by Mrs. Coy, seconded by Mrs. Hamilton to approve
minutes of November 13, 2007, 2007 as read/written.  Motion Carried.

A MOTION was made by Mr. Lance seconded by Mrs. Coy to approve the
following bills in the amount of $20,662.21. Motion Carried.

Jerry Jones was here to ask to purchase a Life Pak 12 from Physio Control
in the amount of $16,525.00.  EMS will have to get cell phones compatible
with this piece of equipment. EMS Chief Jones said Verizon would be the
best phone and the cheapest plan of about $35.00 will do.
A MOTION was made by Mr. Hyland seconded by Mr. Lance to purchase the
Life Pak 12 at the beginning of 2008 not to exceed $18,000.00. Motion
Carried.

Chief Murray has used 96 hrs of his vacation this year and would like to
carry 40 hrs. over for a possible wedding for the summer of 2008.
Council agreed to carry over 40 hrs. and must be used within the year or
loses all of it.

Chief Murray also put in a request for a new car because the old Impala
has 130,000 miles and is beginning to be expensive.  A Crown Vic costs
about $26,000 - $28,000 and will be able to transfer the radios to the
new cruiser.  Finance committee will keep this in mind for next year’s
budget.

Chief Murray is asking to purchase one computer and two consoles for the
cruisers.  All the Villages and Washington Township are getting the
laptops and consoles to make it easier for Logan County Sheriff Dept.
The cost would be about $4000.00 for the laptop and consoles and to
install them would be an additional $1000.00 per car.   There would also
be a monthly service fee and a LEADS fee. Finance will look at this also.

Attorney General is reimbursing 10% to the Village for state training
which would be about $300.00.  Next year OPOTA is requiring more training
for the officers and the finance needs to increase training appropriation
for next year.

Chief informed Council the police department has been doubling up on
police coverage for more traffic stops.

Fire Chief Esch brought an insurance issue to Council.  Asst. Chief Esch
has a “Honda” issued car and has lights and sirens on it.  He responds to
emergency’s in this vehicle.
Clerk Boyd checked with Ken Windle about the coverage he may have.  In
the Village’s policy there is a clause if it is not owned by the village
it will not be covered when responding to a scene. Honda insurance does
not cover the vehicle because of the lights and sirens.  Chief Esch will
be checking with other fire fighters and EMS members about this
situation.
Some Council members are concerned with employees having lights but NO
sirens on the vehicles.  They will are concerned with causing an accident
trying to respond to emergency. Chief will be talking to the employees.

Mr. Hyland asked Fire Chief Esch if the Village had a 500 gallon gasoline
spill what would be the plan of action.  Chief Esch gave a step by step
plan to follow and Council and Mr. Hyland were very impressed with the
plan.

Solicitor Moell has checked about putting a 1% income tax on the ballot
as discussed at the last meeting in executive session.  The Council
members have discussed putting an income tax on the ballot to improve
police department, EMS, Fire Department and to improve the Village as a
whole. The Council member would like to put on a third full time police
officer and a third shift EMS employee.  The Fire Department is always
needing equipment and supplies to keep the Village safe. The Council
members also discussed offering Mark Dannon to buy the old machine shop
on E. Baird and tearing it down to making more parking for handicap and
business owners to free up downtown parking.

It was also discussed to improve Dodge Park with restrooms. Also, Street
Department needs a new truck, police department needs a cruiser, EMS
needs equipment to make their job easier, etc.  Clerk will contact Walter
Drane for a sample Ordinance and she will be calling the realtor for the
building on E. Baird St.

A MOTION was made by Mr. Lance seconded by Mr. Hostetler to pass the
Employee Safety Handbook on 2nd reading.   Motion Carried.  Yeas: 4

Mr. Hyland reported to Council Mr. Legge stopped at his house and is
truck is getting old and needs replaced.  Mr. Legge said he does not need
a 4 X 4 and Mayor suggested Mr. Legge get a state bid at Whites Service
Center in Urbana for a ½ Ton truck.

A copy of Temporary Appropriations was given to Council members.  A
MOTION was made by Mr.  Hyland seconded by Mrs. Hamilton to pass on first
reading.  Motion Carried.   Council members will look at this and if they
have questions bring it back the next Council meeting.

Chief Murray will be contacting residence on Bradley Street about the One
Way Posting. One way North would be better than South.

Three Policies were read for Cell phones, Vehicles, and Credit Card.
A MOTION was made by Mr. Hyland seconded by Mrs. Coy to pass the Credit
card policy on 1st and final reading.  Motion Carried.
A MOTION was made by Mr. Hyland seconded by Mrs. Hamilton to pass Cell
Phone Policy on 1st and final reading. Motion Carried.
A MOTION was made by Mr. Hyland seconded by Mrs. Coy to pass vehicle
policy on 1st and final reading.  Motion Carried.
All these are passed for the Auditors and employees will sign and will be
filed in their personal files.

We will be discussing what trees within the Village will need trimmed for
safety reasons next spring when the leaves grow back.

Clerk Boyd reported street department used Ben Cooksey instead of hiring
a mowing crew and saved about $10,000.00.

Nancy from the Library asked about getting a handicap parking space in
front of the Library on SR 68.  Chief Murray will ask ODOT.

Mayor Hostetler attended Cemetery meeting and explained we work well
together as a Village and Jeff Kauffman the Cemetery Sexton is part of
the Village.  The safety Handbook and Policy/Procedures Manual is for the
safety of the employees.  If they need to make an amendment to either of
these manuals they can bring it up at the next Cemetery meeting and clerk
will bring it to council.

Mrs. Coy asked about the old machine shop on E. Baird St. and offering
$30,000.00 for the building to tear down and make a parking lot. The
village would ask for a soil sample to avoid any EPA fees/fines.  Clerk
will call the realtor.

Mr. Hostetler asked how we can get a business in the old Hobart Building.
Clerk will contact Ann Moffitt and maybe putting something on the
website.

A MOTION was made by Mr. Hyland seconded by Mrs. Coy to adjourn at 9:16
PM.  Motion Carried.
